New members named to HISA's Horsemen's Advisory Group

The Horseracing Integrity and Safety Authority has selected four new members for its Horsemen’s Advisory Group to replace four members whose terms had expired, HISA announced on Monday.

The new members are Michael Annechino, an Ohio-based owner who has campaigned 750 horses over the last four decades and is the past executive director of the Ohio Thoroughbred Breeders and Owners Association; Neil Howard, a former general manager at Central Kentucky’s Gainesway Farm who is now a consultant; Todd Mostoller, the executive director of the Pennsylvania Horsemen’s Benevolent and Protective Association; and Justin Revak, a Minnesota-based owner who also serves as president of the Minnesota HBPA.

The four new members replace Timothy Keefe, Maggi Moss, Graham Motion, and Kirk Wycoff, four original members of the committee. 

HISA formed the Horsemen’s Advisory Group late in 2022 to address complaints that hands-on horsemen were not being provided an adequate role in consulting the authority on proposed rules or alterations to existing rules. In a statement, HISA said that the committee “has been responsible for recommending a number of rule modifications that were ultimately advanced to HISA’s standing committees and board of directors.”
